- District salary schedule and union contract. The single largest determinant. Unionized districts in high-wage states pay significantly more than non-union rural districts, and the difference compounds over a career through automatic step increases.
- State Medicaid billing for school mental health. Many states have expanded school-based Medicaid billing for licensed social workers. Districts that bill Medicaid generate additional revenue that may fund higher compensation or more positions. States with expanded billing include California, New York, Massachusetts, and Ohio.
